Delay Announced In Connection With Airport Junction Roadworks Mon 1st March 2010
Yellow Notices to be removed today
The advanced notice of road improvement works signs were left in place in error.
Technical approval has not yet been obtained and the signs should be removed on the 1st
March. (today)
The latest estimate is that the road improvement works, including the technical layout
of the traffic lights, should now commence around the end of March.
The opening date of the new terminal should be June. Official opening date to be set.

Work To Start On Resurfacing Three Local Roads During March & April 2010 Fri 26th February 2010
Matchams Lane, Hurn Road and the B3073 Christchurch Road in Hurn
Three access roads in east Dorset - Matchams Lane, Hurn Road and the B3073 Christchurch
Road in Hurn - will be resurfaced by Dorset County Council during March and April.

From Monday 1 March until Friday 19 March, Matchams Lane will be closed between 9am
and 5pm, Monday to Friday, to enable resurfacing to be carried out. A diversion route
will be signed via Boundary Lane, the A31 Ringwood Road, A348 Ringwood Road, A347 New
Road and B3073 Parley Lane.

The county council will maintain access to properties while the road is closed, with
staff positioned at each end of the closure, although vehicles may need to use the
diversion route via Boundary Lane for access.

Then, from Monday 22 March until Thursday 1 April, Hurn Road will be closed for
resurfacing between 9am and 5pm on weekdays. The signed diversion will be via Boundary
Lane and the A31.

Finally, between Monday 12 April and Friday 23 April, the B3073 Christchurch Road
between the Hurn mini-roundabout and the Blackwater Junction will be resurfaced. This
work will be carried out during the evening to keep disruption to a minimum. The road
will not be closed and traffic will be controlled using stop/go boards.

No work on these three roads will take place at the same time as the county council?s
preparatory verge clearance and reptile fencing works on the nearby A338 Bournemouth
Spur Road. Since last week, all work on the Spur Road requiring lane restrictions has
been done at night and will be completed by the end of this week. 

Matchams Lane and Hurn Road will not be signed by the county council as alternative
routes during the major renewal of the Spur Road, scheduled to start this autumn. A
decision by the Government on full funding for the £26m scheme is expected soon. 

Throughout these works, expected to take six months, one lane of each carriageway of
the Spur Road between Ashley Heath and Cooper Dean will remain open and the official
alternative route will be via the main ?A? 
roads. Christchurch Road will be one of the signed alternative routes for traffic to
Bournemouth International Airport. 

However, it is anticipated that Matchams Lane and Hurn Road will carry more traffic
than usual during the A338 works. The county council is taking this opportunity to
carry out these much-needed repairs to all three roads, which are currently in poor
condition.

Obituary - The Late Mr Norman King - A Stalwart Of The Parish Tue 23rd February 2010
A former Parish Councillor - Fiercely proud of West Parley
OBITUARY
(as recalled by Mrs Una Gilson, former Clerk to the Council)

Mr Norman King, Aged 88 years; passed away 12th February 2010 in Royal Bournemouth
Hospital, following a long illness. A funeral service will take place on Friday, 26th
February 2010, 2pm, at Poole Crematorium. Flowers welcome; donations, if desired, by
cheque only, payable to ‘Alzheimer’s Society’, c/o Co-Operative Funeral Care, 366
Ringwood Road, Parkstone, Poole, Dorset BH12 9LT.
Mr King, known as ‘Norman’ to many residents, was a familiar figure walking his dog
(in recent times, a black Labrador) for several hours, over several miles, daily around
West Parley, until he became ill in the latter part of 2009. Norman was friendly,
outgoing, always ready for a chat and willing to lend a hand, when possible, to anyone
experiencing problems.
Mr. King served on the Parish Council for approximately 15 years, retiring in 1991.
During his time on the Council, and for a long period afterwards, he undertook repairs
and maintenance of equipment in the Children’s Play Area, refurbishing parish seats
etc., all at a nominal cost to the Council. Mr and Mrs King also jointly undertook
responsibility for regular cleaning and interior maintenance of the Bus Shelter at
Parley Cross for several years after Norman’s retirement from the Council.
Norman was a font of information on activities within the Parish, both historical and
current, and kept a close eye on any new development and proposed projects,
particularly in the ‘village’ as he called it – ie. the area of the parish ‘Hurn side’
of Parley Cross.
From information available, Norman lived most of his life in the Kinson/West Parley
area, apart from time spent in H.M. Forces during the war years.  He married Hilda, who
was a Land Girl, over 60 years ago, and they had 3 sons.
Mr. King will be remembered by long standing members of St. Marks Church, having been
a member of the ‘Carpet Bowls Club’. In latter years, a source of great pride and joy
to Norman was his garden, which was always immaculate, and proved to be an enjoyable
and rewarding pastime throughout his retirement.
Norman was one of the oldest stalwarts in the parish and fiercely proud of ‘West
Parley’ – those who knew him well will miss his jovial laugh and the demonstrative
displays of exasperation should a decision be taken with which he disagreed!
West Parley has lost a true ally, who will be sadly missed.

Local Traffic Delays Expected Near Airport Thu 18th February 2010
B3079 Christchurch Road / Parley Lane - Junction with entrance to Bournemouth International Airport and Hurn Court Lane
Commencing Monday 22 February 2010, for approximately sixteen weeks, road works in
connection with imrovements to this busy junction are likely to affect traffic flow
between Parley Cross and Hurn Lane.

Convenience Store Premises To Be Re-opened By Tesco Plc Mon 1st February 2010
Future Occupancy as TESCO EXPRESS
For all of you who have been requesting information on the currently vacant convenience
store premises - we have good news.
We have been informed by TESCO plc that they intend to re-open as a TESCO EXPRESS
outlet, the shop at 165/167 New Road, West Parley, formerly occupied by the
Co-operative Group, Food Store.  The opening date by the new occupiers is yet to be
finally confirmed. Just as soon as we have further news, we will let you know.
The Parish Council are pleased that, in a short while, almost all of the Parley Cross
parade of shops will be trading again.

2009 saw hard times for many industries,  aviation included.     
A 13% or so reduction of business at Bournemouth was better than some airports.

The New Terminal.
Manchester Airport Group are optimistic for the future and the construction of the new
passenger terminal has gone ahead as planned. The construction is on schedule and on
budget. The opening will be late Spring or early Summer and promises a greatly enhanced
passenger experience.

Public Consultation on the Noise Action Plan.
Concluded in October, processed in November the results have now been sent to the
Government. As a result the entire noise abatement procedures for our airport have been
reviewed and re-written and are in the process of being implemented. Many residents
should benefit from this revision.The new noise abatement procedures start on the 22nd
January.

Security.
I had hoped to give you news of a degree of easing as to the security alert status.
The incident on Christmas day put paid to that. Allow plenty of time before your flight
for security processing.

New for 2010.
Ryanair hope to base a second aircraft at Bournemouth.

Bmibaby, a new airline for Bournemouth, will be operating Jersey services three days a
week from the end of March.

Other than the present mail and newspaper flights there will be no increase in night
activity.

Environmental update.
The airport employs an environmental manager who works hard to monitor and through
management, reduce environmental pollution, for example air quality and noise. Recent
changes in the ground movement activities of aircraft operating at night have resulted
in a dramatic reduction in night noise disturbance.

Weather.
Bournemouth has escaped the worst of the winter weather up to now and has benefited by
welcoming a number of aircraft diverted from other airfields. Spare a thought for
airport and aircraft operators who have the responsibility of clearing ice and snow at
the same time maintaining the same safety standards that are always applied.

The “category three” approach system is now in operation on the westerly runway this
allows aircraft and crews who are qualified to operate in very low visibility
conditions.

General aviation.
Many residents complain of the nuisance element of the many small and training
aircraft that use the airport. This subject will investigated and an attempt made to
put into place procedures to alleviate this issue.

Proposed New Childrens Play Area Sun 17th January 2010

The Parish Council is currently looking to replace the play area on the Memorial Hall
field.

The existing play equipment has served the parish well but is now nearing the end of
it useful life and we are looking to re-site the area with new "state of the art"
equipment. The Parish has been fortunate to be awarded £20,000 from the Government's
Play Builder Scheme, which is to be used for equipment for the over 8 year olds and the
Parish Council is to contribute £10,000 towards the anticipated cost of about £70,000.
The Parish is now applying for grant funding to meet the additional costs in the hope
that the new play area will be open for this Summer.
 
The Parish welcome any views, ideas and help that Parishioners may be able to give to
the Parish Council in what we consider to be a much needed and exciting project"

Future Changes To Green Bag & Box Recycling And Brown Bin Collection Days Fri 15th January 2010
Commencing in March 2010
EDDC will be making some major changes to their Green Bag & Box and Brown Bin
collection rounds in March 2010. The  document below(KS & BB New Days - 2010) shows the
current and new days on which collections will take place from each area of the
district.
 
You will see that the new collection rounds work in a 'sweep' across the district and
will result in more crews working in adjacent areas. This will make it easier for us to
arrange support for crews if there are vehicle problems and to more efficiently deal
with catch up work after public holidays (and disruption caused by snow and ice!). The
new rounds will make the change to the new recycling collection vehicles more efficient
when they are introduced in Spring 2011 and will also allow us to serve an additional
185 properties in rural areas (there will only be 75 properties in the District  that
will not have access to our kerbside recycling service). 
 
All residents who receive a kerbside recycling service will be sent a letter during
the first 2 weeks in February that will explain how the changes will effect them. I
attach an example of a letter (there are 26 variations dependant on the collection
days) that will be sent to residents. Each letter will also include new versions of our
sorting guide(s), which explain what can and cannot be collected, together with a date
card showing the new collection days for our fortnightly Green Bag & Box service and a
battery/phone bag.  
The new rounds will commence on 1 March 2010. 
 
There will be no changes to refuse collection days.

For some residents these will be the same days as their current collections, but for
other residents the days will have changed.

All residents should be aware that even if your collection day has not changed, the
time of your collection is very likely to change.  We will not be able to return to
collect bags, boxes or bins which were not available for collection by:
7:00am

Your green bag and box will continue to be collected fortnightly and collection dates
for 2010-2012 are shown on the enclosed calendar. We have also enclosed our sorting
guides and a battery bag so you can make maximum use of our recycling services.

Please note there will be no changes to your black sack collections.

On the reverse of this letter we have explained the reasons behind these changes,
answering many of the questions you may have.

FREQUENTLY ASKED QUESTIONS

Q	Why are you making these changes?

Some of the existing collection rounds were created over 14 years ago and lots of new
homes have since been built.  Also the collection rounds have expanded into more rural
parts of the district, along with town centres, providing a kerbside collection to more
residents.  By reviewing collections for the whole District, we have been able to
re-balance the rounds to make them more efficient.

This work has taken into account the safety of the collection crews, avoiding busy
roads at peak times, and allowing for greater co-operation between crews if the need
arises.

The changes will improve the efficiency of the collection routes and help reduce our
carbon footprint.

Q	What time do I need to put my recycling out?

Bags, boxes and bins must be available for collection by 7:00am.  Remember, even if
your collection day has not changed, the time of your collection probably has.  We will
not return to collect materials that were not available at the time of collection, so
please do not contact us to request this.

Q	Where should I put my recycling?

Recycling should be in a visible position within 3 metres of the public highway.  If
your property is in a particularly narrow part of the road, you may find you have a
different collection day to your neighbours. If you receive our assisted collection
service, we will continue to collect your recycling from the usual location.

Q	What happens at Christmas & New Year?

Collections will cease on Public Holidays, where possible we have arranged alternative
dates.  Please see the enclosed recycling calendar or look on dorsetforyou.com for more
details.  Alternatively please use your local recycling site to recycle any excess
materials.

Q	How well is East Dorset Performing?

In 2009 East Dorset recycled and composted 40% of its household waste. This success is
down to the enthusiasm and commitment of residents in ensuring waste is diverted from
landfill. Thank you for your continued support. We look forward to working with you
this year to improve our recycling rate even further.

formerly occupied by the Co-op.
